When the small and big blinds are placed out and the cards are dealt, the person directly to the left of the big blind is first to act.

On the second, third and fourth round of betting, the small blind, or the person closest to the small blind will go first.

The person to the left of the Big Blind starts the betting round (known as Early Position
1), with the small blind the flop, turn and river betting. You can check out the full rules in many sites, http://www.partypokerbonus.nl/ is one, pretty crappy but it has the rules.

Only thing I can add is that the hand (still in play) first to the dealers left is the one to start after the flop. (the small blind if it has not folded)
